Brazilian control over air emissions has been growing lately, mainly due to rapid urbanization in several cities. Nonetheless, Brazilian cities are making great strides in reducing air pollution, and, for this reason, the governmental authorities have been adopting more stringent rules from time to time. Large cities such as SC#o Paulo (Latin America's second largest city, behind Mexico City), and other cities, especially those located in the SC#o Paulo State, experience the same air pollution problems that many other large cities face, such as city smog resulting from factories' operations and motor vehicle emissions. In this sense, in order to minimize air pollution problems, the SC#o Paulo State recently enacted new legislation foreseeing a compensation (or 'offset') system by generation of credits. Although the goals of this new state rule are aligned with balancing command-and-control and market-based mechanisms, it was enacted before the government took any basic steps to establish an effective offset program. This gap raises relevant concerns regarding the possibility of implementation of new facilities in the SC#o Paulo State as far as such gaps are not solved by the government.
Currently, the South African air pollution control market is in its growth stage and opportunities exist for companies to exploit and increase their market share.
